What works
When run from the command line, the application reported immediately that you have to install the "Windows" version of Mono (Open C#) in order to get it to work properly.
What does not
After isntalling the Windows version of Mono via the Windows Mono installer running under Wine, I got a little further, finally crashing on attempts to
call a non-existent function. I don't have the information on me at
present but will post the details shortly.

Sometime it happens that YNAB comes up only with a black screen. It seems that your graphics card doesn't support fully OpenGL - you will need to disable it like this:
env LIBGL_ALWAYS_SOFTWARE=1 WINEPREFIX="/home/USERNAME/.wine_YNAB4" wine C:\\Program\ Files\\YNAB\ 4\\YNAB\ 4.exe
