I had installed IE6SP1 with IEs4Linux in the past which may or may not have helped the process along. As per Bug 3690, the splashscreen "hangs" because dreamweaver wants to scan every file on your HD. I had to remove the drive entries for /home and / in winecfg. It seems like you can't have program specific drive entries, which is a shame, because I use those entries in other progs. Bug 3690 also explains why it hangs on Init Site. It can't create directories for some reason. So if you create a new site, you're going to have to manually create the directory and restart dreamweaver.
