Step 1) Navigate to the root of your installation CD. Then run "msiexec /i ./installationFiles/phoenixInstaller_en.msi" If you wish to install a version besides the English one, then replace phoenixInstaller_en.msi with the appropriate msi package.
Step 2) Get a native version of d3dx9_30.dll and copy it to ~/.wine/drive_c/Program Files/PhoenixRC
You should now be able to run PhoenixRC, however since the USB adapter doesn't work you won't be able to use it for much.
