vbrun dlls are required. Use winetricks to install it. I copied the game from a native Windows install after this. There is also a patchfixer.exe to make the patcher working on windows. You can get it starting, if you extract http://www.sweetpotatosoftware.com/files/microsoft.vc80.crt.zip and use Saga.exe (instead of SagaPatcher.exe). The next problem is login. -> Crash (see bug report) If someone gets futher and the game crashes after login/nation creation try to set ShowTrees=0 ShowGrass=0 in usersettings.ini This is a known bug in Windows.
