What works
I used PlayOnLinux 4.2.10 to install Steam. Within Steam I used "Add a non-Steam game" to import the Installer.exe purchased from GOG.com. Launching Commandos 2 from within Steam works perfectly on Ubuntu 16.10.

It is recommend to use Wine 1.8
1. To enable movie playing, you need to install additional libraries:
$ winetricks amstream quartz dsound
2. Pressing the ESC button during play to get the menu the game is not shown full screen anymore. To fix that I changed a few settings in the Wine configuration (tab Graphics) - Enabled: Automatically capture the mouse in full-screen windows Allow the window manager to decorate the windows - Disabled: Allow the window manager to control the windows
Emulate a virtual desktop (is default)
