wine's msiexec program bug

Hello,

it's a bug in wine's msiexec program which incorrectly handles case when msiexec was spawned with CreateProcess, lpApplicationName -> "msiexec.exe" , lpCommandline -> commandline parameters without duplicating application name (msiexec).
