I do not know of any dll overrides or anything that will allow the music to work.

Download the game and run the installer. This will extract all of the files, and make a "BattleCity" folder in your current Dir.
Open up the "options.ini" and make the following changes.
Music=0
Fullscreen=0
Sleep=0
LimitFPS=0
And if you want the fps to be a little bit better...
Resolution1024=0
Save the file, and then run winecfg. Setup these options.
Windows Version: 98
Audio: chose an appropriate audio driver for your system.
Now run BattleCity.exe and click 'ok' on the error about music.
The first time you run it, the updater will download some updates. It should work fine.
Sometimes the game will become unresponsive, after updates, loging in/out, or similer things.
Just kill the "bc.exe" process and run "BattleCity.exe" again.
You should be able to take it from here.
