What works
The installer worked fine as far as I could tell. In addition to OneNote, the installer installs some tools as well. The digital certificate creator launches, but I didn't actually try to make a certificate. Based on the rest of the results I'd guess it probably crashes somewhere down the line.
What does not
Crashes on launch. It shows up as a window in the taskbar at the bottom of the screen, but clicking it doesn't make an actual window appear. First thing that happens after launching it is an error popup saying it encountered a "serious error" and needs to close. The Microsoft Clip Manager and the Picture Manager(part of the tools installed with OneNote) both do the exact same thing, the error just takes like 2 seconds longer to appear. The Language Settings tool also appears on the task bar for a few seconds, but it then vanishes without an error. The Microsoft Office Diagnostic Tool seems to work, but I don't think it does. You click an item in a list of areas to run diagnostics on. A status bar appears below that category and text that says "Status: Diagnosis Test 1/X" (X being a number. Then the bar disappears without having moved, and all of the categories suddenly say "diagnosis complete" except the last category, setup diagnosis, which then proceeds to go through all 8 of its diagnostics tests. It then suggests you let it redirect you to microsofts website for more info. When you let it do that it successfully opens the site (no useful data that I found there) and the diagnostic tool crashes just like all the others.
Workarounds
What was not tested
Didn't actually go through the certificate creator.
