What works

Installs using http://www.skype.com/go/getskype-msi link with the command "wine start [msi file]" on a fresh wine install.

Runs.  You can log on.  Lots of error windows afterward.  Then crashes when contacts are loaded.

Using Skype after logging on.

Additional Comments

Compared to the other testers, I got a lot farther and had better luck with the MSI. I am pretty sure Skype tries to download the MSI version when the default Skype installer fails, but the URL is not loaded correctly.

Native version available
There is a native Linux version of Skype available at the official Skype website.

Also you can use Skype for a web browser.
HOWTO
There is a bug in the installer, so you will have to download the .msi directly from here, and then run wine msiexec /i SkypeSetup_4.0.0.226.msi
