Bug 10747 is real, so you have to delete DirectX.xfm file from Cool Edit installation directory... otherwise it hangs at splash screen. If noise comes out of the multitrack session, go to 'Options > Device properties' and change from 'Wave Mapper'. It works on my pulseaudio device, on 32bit audio.
