The "Tools" window and the "Colors" window are visible and usable. You can draw on the canvas, use the paint bucket, and pretty much use every tool in the "Tool" window.
What does not
There's no tool bar at the top (file/edit/view/etc., along with the brush size selector and whatnot). The "Layer" and "History" windows are visible if you drag the window around. They pretty much just hide behind the window.
The "Tools" and "Color" windows started out like that as well, but for some reason, after moving the window around, they stayed on top of the main window.
What was not tested
Effects, and pretty much everything besides the tools, as they didn't appear.
Mono 2.0 was completely removed for this test, but the results were the same when Mono 2.0 was still installed.

You only need:
for install & run.
Do not use any other winetricks stuff like 'allfonts' (as it causes problems to .NET stuff because of tahoma font).
Make sure you use clean WINEPREFIX.
