In order for external applications in the tools menu (such as grep or screen designer) to not appear greyed-out, Quincy must be launched using a full path.
For example, $ wine "C:\Program Files\Quincy\bin\quincy.exe", NOT ~/.wine/drive_c/Program Files/quincy/bin $ wine quincy.exe.
This is not a bug in Wine - under native Windows it performs the same. A bugreport has been submitted upstream.
