Run winecfg and set a new override: native,buildin (родная,встроенная) for msvcrt.
Installation

Make sure installation path (Setup.exe location) does not contain any non-latin (russian) symbols. Run as:

LANG="ru_RU.UTF8" wine Setup.exe

or

LANG="ru_RU.UTF8" msiexec /i KOMPAS-3D_V14.msi
