Am using with the OPC-478UC USB dongle, which contains a PL-2303X USB to RS-232 chip. The chip is supported by the kernel's Pl-2303 driver, but the USB ID is not included there--you will have to add them by hand to the pl2303.[h|c] files. I've submitted this to the maintainer. Otherwise, the only additional Wine-specific step is to make sure to add the necessary "com" link in ".wine/dosdevices": in my case that means "ln -s /dev/ttyUSB0 ~/.wine/dosdevices/com1". Of course, this will be /dev/ttySx if using a real serial port. :) This is a VERY easy program to set up and run, and I expect the other Icom radio programs are likely similarly easy (as most or all used to be DOS apps like this one).
