The application loaded completely, including installing .NET 1.1 redistributable.

What does not

Printing.

Setting printer options.

  When started, the left pane (objects) did not update. It showed the windows that were behind it before the app opened in wine. Closing and opening the toolbar via the 'View' menu did not correct the problem.

  Used the other menus to create a text box. Tried to print, and the print routine appeared to work fine...but only produced a blank page.

Additional Comments

I was excited to see the app install completely with few errors. Wine asked to install GECKO during the setup, and that solved the HTML access question from the PSD21 installer. Sadly, it does not appear that PSD21 is worth the efforts. I'll be installing it in a Windows VM. :-(
