The installer refuses to complete the installation with default parameters; it works if run in Windows 95 mode.
The game itself refuses to run unless started in 256 color mode (8-bit color depth).
If you can get past that, the game still won't run. Setting Windows version to Windows 95 doesn't help; neither does the third-party Windows XP patch.
The documentation setup program doesn't work, either.

Xephyr got me past the 256 color mode problem on integrated graphics (Intel GMA 950). Xnest wouldn't allow using 8-bit color depth with this setup.
