What works

The application installs and runs, but with a major caveat -- the user must download and place into the windows/system32 folder the native msvcirt.dll.  If this is done, the application will open '.xp{x,w}' forms just fine (including asking whether you would like to start where you left off if you are opening a previously filled-in form).  Otherwise, the application will crash whenever an attempted is made to open a '.xp{x,w}' form.

In addition, the 'Help' pages employ Internet Explorer to view them, which means the Wine Mozilla Gecko DLL will be downloaded and installed if the 'Help' contents are opened (see below for what doesn't work with the 'Help' contents).  The 'Contents' table-of-contents items can be clicked on and the appropriate page opens in the 'Contents' page view area.

Except for the above caveats, the app (with the above mentioned DLL, msvcirt, installed) works fine and GAO '.xp{x,w}' forms can be modified, filled-in, and saved.

What does not

If the native version of the 'msvcirt.dll' is not installed (in windows/system32), the application will crash and the Wine debugger started if an attempt is made to open a '.xp{x,w}' file.

On the 'Help' pages,  clicking a title from the table-of-contents (TOC) will open up the appropriate help page.  However, clicking on a link on a page displayed within the help contents area (the right-hand side of the help area) will only show a blank page to the user. The 'Index', 'Search', and 'Favorites' panes are also blank and non-operational.

Activating the 'List Box' feature (in order to enter a list of items) causes the application to crash with a runtime error popup.  The command-line output reads: fixme:msxml:domdoc_QueryInterface interface {2933bf86-7b36-11d2-b20e-00c04f983e60} not implemented.

What was not tested

I think I got it all (or at least, the majority of it).

Additional Comments

Download and install the native version of 'msvcirt.dll' to windows/system32. Failure to do so will cause the application to crash when an attempt is made to open a '.xp{x,w}' form.
