What was not tested
Tested with 7wolf (half-piracy) release. During setup incorrect displayed label "rusifiaction" (hopefully disabled). Second cd was mounted in second share (first was locked). After install copy protection system requests a CD. Was solved by creating in wincfg drive with type "CD-ROM", pointing to path to mounted cd-image. After running work jiggy and slow, to solve this I disable a color cursor and hardware acceleration.

By default, SimCity 4 only allows you to use resolutions up to 1280x1024, but it's very easy to use any resolution you want, just add this to your launcher/start script:
Replace 1920x1080 with your desired resolution.
