What does not

Like the other poster said, the program must be launched from its directory or it will try to redownload the DAT file every time it's run.  For ease of use, you'll probably want to create a script such as this one:

#!/bin/bash
cd /home/YOURNAMEHERE/.wine/dosdevices/c:\/NdsCRC/
wine NdsCRC.exe

Save wherever you want and point a launcher to it.

Also as the other poster said, you'll want to put links to your real ROM directories in your Wine C:\ drive.

Note: this was tested in the latest stable Wine release, 1.0.1, which is too old to show up in the drop down list. I'm sure it's fine with later versions.
