What works
The installer is successfully able to extract the files into a directory such as C:\tmp.
The IRC client is able to initialize and connect to channels as well as chat. Everything I've tried has worked perfectly.
What does not
You can not start the application directly by double clicking on the irssi.exe file in the bin folder, however it still works perfectly. See comments.
The application sometimes has problems with resizing the window, as the contents inside the window don't always scale themselves to match the new window size, but I haven't had any problems with the contents resizing when I maximize the window.

To get it to work, I first ran wine cmd, and then changed the directory to C:\tmp (where I extracted the files to), then I just had to type irssi, and it ran (almost) flawlessly.
