In order to get the game working you must enable DirectX 9 instead of DirectX 10:

First, change the directx version from 0 to 9; this prevents
it from trying to use directx10.
Then, changes LanguageTAG from the nonsensical 'data' to 'usa'.
Et voila, the game runs!
