Submitting a text into irc network in ISO-2022-JP does not work for a character '?', which incorrectly be converted to '〓' (GETA, substitute for ideograph not in font editorial convention to represent ideographic lacuna, U+3013).
This affects various normal use eg. submitting a URL including '?' as a search separator like http://appdb.winehq.org/objectManager.php?sClass=application&iId=6190 . This will incorrectly be http://appdb.winehq.org/objectManager.php〓sClass=application&iId=6190
