What works
The program appears to start, run, read its settings, and close without issues.
What does not
Unfortunately, GXSCC lacks an "Open File" button, and the only way to open any MIDI file with it is to drag the file from a Windows Explorer window on to the GXSCC window. Wine does not appear to support this functionality, and so I can't load anything into the player.
Workarounds
What was not tested
I am unable to determine the quality of GXSCC's sound emulation under Wine, as MIDI files will not load.

Additional Comments
As far as I can tell, this program is on the borderline between Garbage and Silver. It looks like it WOULD work perfectly, if only I could open a MIDI file with it. It is a shame that this app isn't being maintained by GASHISOFT anymore.
