Xephr  launched in an 8bpp mode

openbox for the windowing system in Xephr

and finally had wine start CSTORM.EXE in the Xephr display

Additional Comments

Not sure why the 256 color mode workarounds were not  required in the 6.19 staging version of wine, but now require Xephr.

HOWTO
This game needs to be run in 256 colour mode on both Windows and Linux. If you configure X to run in 8bpp it will start instead of crashing.
