Some components (like Converter) crash without having vcrun2017 installed.
Workarounds
Some things (converter, etc.) will crash at random, or most of the time. Installing vcrun2017 via Winetricks solved it.

I installed vcrun2017 (via winetricks), then foobar2000 via its setup (downloaded from the official website), as well as its Free Encoder pack, into a clean, 64-bit WINE prefix.
