Far as I can tell for what most people would use Foobar2000 for which is the file converting if you want an easier time to use an excellent OGG vorbis converter such as Oggenc 2.87 at http://www.rarewares.org/ogg-oggenc.php#oggenc-libvorbis that can handle pretty much every thing thrown at it, it works flawlessly right along with the replaygain scanner.
