Just copy riched20.dll, riched32.dll and msls31.dll to your ~/.wine/drive_c/windows/system32 from native system and untick "Show Icons" box in Options > Message Sessions > Messaging Log.
Workaround for Bug #21538: Miranda's ICQ SSL connection doesn't work
by Stefan Kraus on Saturday October 30th 2010, 9:28
There is a workaround available for that:
forums.miranda-im.org/showthread.php?4624-Miranda-on-Linux&p=200702#post200702

Short story:
SSL is often cumbersome to get through wine.
So don't rely on the SSL capabilities of wine:
Instead use a Miranda plugin which provides SSL functionality.
grantd compiled one based on the PolarSSL library (polarssl.org/). You can Download it from the Miranda forums. (See his posting I linked at the beginning of this comment!)

Long story (How someone helped him get the job done):
Read through this thread: forums.miranda-im.org/showthread.php?24132-Miranda-IM-Linux-Yahoo-Error
They actually talk about Yahoo, but an SSL issue is an SSL issue whether it is used by Yahoo or ICQ or anything else.

Thank you very much for this information. Let's hope Wine developers will work this issue out.

However I (personally) won't use this DLL, because I don't trust it. If it can be compiled under wine, then it'll be more attractive solution. Or if someone digitally signs it.

Well, I am the person that compiled it, and if you want, you can try following the steps and compiling with Wine. Personally, I am a Windows developer and only recently moving towards Linux, and still learning, so I haven't learned enough to do that. All the info is in the long story post, including how I compiled it. Also, Borkra over at Miranda has not removed it from the Miranda on Linux thread yet, so he must not have had an issue with it since he was the one who told me how to do it.
