Additional Comments

Right-click and selecting "Edit" opens text files in Wine Notepad, as it should. The "Open Outside" does work for the "Documents" folder, which is linked to the user's home dir, or "~". If a user associates various compression extensions to 7-zip (via the "Tools" - "Options" - "System" dialog), they will also show up in Wine Explorer as 7-zip archives, and the user will be able to open them directly in 7-zip.
