Seems to be working with a "Crack from Hyperspeed". You need to install dotnet20 and vcrun2005 using winetricks BEFORE you apply the official patch to version 1.1.0.457.

If the game is unable to connect to the server, you probably need to install the latest game patch from e.g. http://forum.citiesxl.com/viewtopic.php?f=17&t=90
If the game crashes straight off, try 'winetricks dotnet20 gdiplus'
If the game puts up its welcome splash screen and then a fatal dialog over that, try 'winetricks corefonts'.
If it asks you for a user account and login, go get one at http://www.citiesxl.com/signup?lang=en
I haven't figured out how to get it to log in yet. (I can log in fine on windows.)
