What works
Most of the installer runs if wine is setup with winetricks (Win XP) as follows (I'm not positive these are all needed):
winetricks -q comctl32 comctl32ocx comdlg32ocx dotnet20 gdiplus_winxp mdac27 mdac28 winhttp wininet
However, as others have noted, the installer complains about COM+ errors, which seems to be related to MS DTC missing from wine.
As a result I started a mission of learning more about MS DTC, which this article shows you how to uninstall and reinstall it with a few command-line entries (Assuming you have the EXE and supporting DLLS):

As a result I started hunting for a copy of MS DTC, and noticed the following KB, but have not been able to extract the EXE from it (If the full EXE is there). I'm trying to find an old copy of XP lying around to see if I can pull this EXE, supporting DLL's and POC prove that's the issue.
