What works
Application in general works 100% once installed. Russian characters display just fine, except on the outer area of some frame dialogs. If I knew how to change the Windows language "code page for non-unicode programs" in WINE, then the Russian character problem on some dialogs would go away.
What does not
The installer will not accept a valid license code because of bugs in WINE's GetVolumeInformation() API function in volume.c of the kernel32.dll code. The installer needs to read the key floppy diskette's label and serial number as part of its license code validation routine, but it can't because the API returns an error code or blank data, causing the correct license code to fail validation.
Also, the key floppy diskette must be in drive A: or B:, but if you are using a USB floppy drive like me, WINE won't give it one of those letters automatically. The "HTML Help Updater" error box that pops up when the installer loads can be ignored and is probably just a symptom of not having any IE version ever installed on the system.
I worked around these problems by modifying the WINE registry and DosDevices directory for drive mounting to move the floppy mountingfrom E: to A:, and also temporarily hardcoding the correct label and serial number values into the return value of GetVolumeInformation() in volume.c. Perhaps WINE will fix these bugs in the future so these steps will be unnecessary.

Yes, this is an old and obsolete version of Lingvo. However, newer versions also apparently don't run well under Wine.
