What does not
Opening scene on new game suffers from issue named in bug 23616 (and is mentioned in evilandi666's report) where there is no audio, and you must go through repeated Esc to menu + Continue game cycles to progress through the scene. I haven't found any way to restore that scene (debug output gives a gstreamer fixme complaining about 32-bit gstreamer plugins), but if you save the game after you have control of your character, and load that save, the game should function normally from there onward. Don't let this fool you -- I spent a whole day attempting to fix it before realizing the problem occurred only in the one scene.
What was not tested
Completed game; mods.
I was able to at least launch the game to the opening scene in a clean vanilla Wine prefix, but I have not tested extended gameplay there. Currently, other than the new game issue mentioned above, running a clean prefix with Neptune Raider's DLL overrides and registry tweaks seems to be issue-free! Admin note: rating changed to conform to the rating definitions.

Things needed to be installed for F:NV to run;
winetricks quartz* - Maybe
*With 1.3.25 onwards, some dll overrides could cause issues (I'm looking squarely at quartz) - This could just have been an issue with me because I have a wine-steam prefix with as many games that work as possible in there, had to move New Vegas to its own prefix after these issues.
The winetricks version of quartz is from directx9, a user reported that he needed the win7 version for it to work. YMMV
