I think sound problem can be the same that CoD: World at War, so maybe here (http://appdb.winehq.org/objectManager.php?sClass=application&iId=8613) will be a way to fix it. Framerate looks good with graphics high when you set UseGLSL=disabled in Direct3D regedit.

Try a clean WINE prefix (I think it's not necessary)
Install Directx from the CoD:BO game directory.
Set winever to XP.
Set dsound to builtin.
I use ALSA with full hardware aceleration.
