What works
When program opens, the initial page is displayed and menu items can be selected from the dropdown menus.
What does not
Every time I clicked on a navigation icon the "help center" box would pop up. But nothing was visible in it. (The screens were solid white.) Canceling the "help center" would leave a blank (white) box underneath.

Several of the screens were completely blank (white), so I could not see any of the information or select fields to fill in data. Admin note: rating changed to conform to the rating definitions.
