What does not
Max resolution setting in-game. To reset it you have to run Tropico in safe-mode to reset all the settings. This setting is not selected "Out of the box", hence the Platinum rating.

Tested both software/hardware acceleration, both worked fine. Hardware was NVidia GeForce GTS 250.
