You as far as wine 1.3.37 you need only msxml installed.
winetricks msxml3
After that install CityInfo. If you run the programm you observe it doesn't start. CityInfo can't create default.dsf settings file for some mystic reasons. So to run it first time you need to copy default.dsf file to ApplicationData directory:
cp default.dsf $WINEPREFIX/drive_c/users/$USER/Application Data/ESMA/CityInfo/
