Installer will hang up itself at something around 70%. Don't panic, just wait until your CD Rom Drive doesn't read anymore and then close the installer. The game will work fine. Under HKEY_CURRENT_USER\Software\Haemimont Games\Tropico 4 you can add new String called language and enter your language for changing game language.
