Game loads/saves properly. Has not crashed in the hour I played GTA3.

Apparently if you install "dinput" and/or "dinput8" (fairly certain it's dinput8 though), that will fix the issue where you get "ghost" input that makes you constantly turn and run forward (at least that's what it was for me).
