There once was a patch which enabled support for Direct3D. Search the web, I'm sure it's still out there. Use it. Otherwise, the game won't run and complain about 16 bit colors. Once it's running, turn D3D off and switch to Direct Draw. Unfortunately, VF2 doesn't store those kind of settings, so you have to do it after every start.
