Included is pulse2pulse.exe, pulseinfo.exe, and pulseview.exe

The latest 0.2 release comes in form of a DLL with example code on how to write and read the PulseWaves format.  You can find this DLL here:

Also the three PULSEtools, pulse2pulse.exe, pulseinfo,exe, and
pulseview,exe have been updated accordingly. I should again point out
that they feature native support for reading NASA's LVIS files, ASPRS
LAS 1.3 FWF files, and GeoLas's proprietary full waveform format.

Finally also the example data has been converted to the new 0.2 format
(that is not compatible with the earlier 0.1 prototype).

The main changes are

(1) that the pulses are now more robustly represented by two points
(an anchor and a target) that are 1000 sampling units apart
(2) that there are scaling and offset factors for specifying all
durations (always measured from the anchor point) to the start of each
waveform sampling (aka to the first sample)
(3) that a new scanner VLR was added to move the unessential data away
from the pulse descriptors
(4) and that a hook for indexing a lookup table was added to store the
mapping from sample values to actually measured physical units (which
is to be added in a later release)

One problem, after selecting a file from the Browse window, the right box will suddenly disappear without any output in the terminal. To reappear, move the mouse over the box.

At times the left box will also disappear and reappear when moving the mouse over it.
