In order to launch (at your browser) the html built-in help, launch (from WIne menu) "Browse C:\Drive" -> Program Files (x86) -> Sokoban++ -> doc.
Here you can find the Documentation.html and open it (at your browser of preference) for English documentation.
The en directory is where the English documentation lives.
If additional directories exists there (apart from the "en" one), are for other languages documentation (in case you installed them). Eg. "el" for Greek documentation.
In such a case, ignore Documentation.html, go to the respective directory (eg. the "el" one, in the above mentioned case) and open (with your browser) the index.html file.
