In app browser also seemed broken at times, with refreshes not working, or the site just hanging. Also it's random if certain profile pictures and icons for images or games load at all. Upon using this for Windows, the code does seem broken for hardware scanning.

Anything under 4.0 should be considered old and obsolete.
Raptr 64bit
While Raptr can be run with no issues under 64 bit emu, other apps requiring 32 bit commands will have to be run first.  If Raptr is ran first, the command line will revert to 64 bit emu, causing whatever issues you had with 64 bit to reappear.
