What works
Install process runs all the way through and, in the resulting install, `wine ruby -v` prints the string 'ruby 1.9.3p448 (2013-06-27) [i386-mingw32]'.
What does not
Running 'gem', 'irb', or executing any ruby code (e.g. `wine ruby -e "puts 'test'"`) effectively freezes while stderr gets the message 'err:ntdll:RtlpWaitForCriticalSection section 0x113848 "?" wait timed out in thread 0043, blocked by 0000, retrying (60 sec)' once a minutes.
I got the same behavior with rubyinstaller 2.0.0. On ruby 1.8.7, I was able to start 'irb' but if I tried to do anything complicated (e.g. run 'gem'), I got the same kind of error messages.
I tried this on Ubuntu 12.04 and 13.10 with Wine 1.4 and 1.6 (and a build for Netflix playback compatibility called wine-compholio... maybe based off Wine 1.7?).

I did not try building ruby for windows from source with mingw packages or using a version of wine built from source.

The vague conclusion from the limited searching I did for the error message 'err:ntdll:RtlpWaitForCriticalSection section...' is that this is a very vague message and that much finer-grained debug information would be required to look any closer. I had no trouble reproducing this error on alternate machines so the situation should be available to anyone.
