Additional Comments
Create a new wineprefix, set it to Windows XP 32 bit. Install vcrun6 and dotnet30 with winetricks. Install PCStitch using the installer exe. Launch PCStitch from its program files directory. Up until this point, everything had been going smoothly. However when I closed PCStitch and re-opened it, it crashed on launch. For some reason, when it creates "PCSPcbarstate.dat" in the Application Data folder, it crashes on the next launch. The workaround is to delete "drive_c/users//Application Data/PCStitch 10/PCSPcbarstate.dat" before launching the program, then it works perfectly fine. You can just write a script to launch pcstitch and have it rm that file first.
