Used native winhttp, wintrust, msasn1 and rpcrt4 to nudge the installer along incrementally but the result was the same.

One thing, i had to turn off "Use graphics processor" because of nvidia drivers couldn't properly redraw when you work with layers or zooming in/out.

I'm still having a problem with some tools though, namely the spot healing tool brush not always being able to draw a continuous line. It looks as if Photoshop "loses" mouse focus for a second. Sometimes it works, sometimes you just get a single spot.
