What works
Everything, but the install procedure requires different steps.
Google douchebag engineers decided to start using a special, non-standard, installer whose sole purpose is to check network information and download another installer. This second installer is what actually installs Adwords Editor.
The primary installer does non-standard checks of network information that Wine cannot provide. This is why it fails. Speaking to Wine developers, this cannot be fixed. Yes, that's right, Google developers are brainless monkeys and the google_adwords_editor.exe file that is available from Google is no longer the real installer.
So to install Adwords Editor, this second "hidden" installer is needed.
### INSTALL ###
There are two ways to install Adwords Editor. Below you will see two different versions of step #3. You want the awesome version that I came up with, because it's much easier.
STEP #1
Setup Wine to use Windows version: Windows 7, using 32 bit.
STEP #2
In Wine Config under Graphics check:

Choose one of the following methods (you want the awesome method) to get the second (msi) installer:
EXE Method:
a)
Download google_adwords_editor.exe from Google's official AdWords download page.
b)
Install the exe in Windows (like a VM), this will just download the hidden msi file to:
\Users\\AppData\Local\Google\Update\Install\\google_adwords_editor.msi
AWESOME Method:
(I hacked the exe to find the hidden url so you don't have to)
Download the hidden msi file from the source from:
http://dl.google.com/adwords_editor//google_adwords_editor.msi
Notice you must know what the current version number is and it will look like 11.3.2.0
You can get the last version number from:
https://www.google.com/intl/en/adwordseditor/
Important: the website will show a version like 11.3.2 but for the URL you want to use 11.3.2.0 (add a .0 to the end).
STEP #4
Install Adwords Editor using the google_adwords_editor.msi file.
DONE.
BONUS: Install Microsoft Core Fonts in your wine prefix. It makes Adwords Editor a lot more readable.
