What works
Steam itself downloads a 3,8 GiB in-size game launcher and does not install anything else. This is working.
Starting the aforementioned launcher does also, but loading the needed patch is done at a speed of 0,2 to 3,5 kBytes/s.
What does not
Patching w/ game launcher times out or is done very slowly.
