This is the 10 version of "Project CARS - Game of the Year Edition" and the update to 11 version. Both versions, 10 and 11, runs perfectly in wine (also Project CARS version 1 runs perfectly).
Set Wine (in "winecfg" add "pCARS.exe" if you have Wine 32 bit or add "pCARS64.exe" if you have wine 64 bit) : "Windows 10".
For to run the game you need add "-dx9" to the .exe file because only runs in wine with directx 9 :
Wine 32 bit :
wine pCARS.exe -dx9
Wine 64 bit :
wine pCARS64.exe -dx9

Additional Comments
You need to use a normal version of Wine. With Wine-staging don't start The game needs to run in DirectX9 mode. You need to execute pCars.exe (or pCars64.exe) with "-dx9" parameter ("pCars.exe -dx9") Low Framerate, especially if there are a lot of cars in the screen
