What works
Everything! However, there are some peculiarities when in the preferences window and clicking checkboxes. The section I tried this on was the validation settings. Simply clicking on an item will briefly check it, then uncheck it again. In order to check an item, press the mouse button while over the checkbox, then move off of it and release. The item is now checked.

To make Dreamweaver 8 run to the known point of operation, delete all of the startup files from C:\Program Files\Macromedia\Dreamweaver 8\Configuration\Startup\
