What works
Runs, plays audio, but shows a black screen. Pass -software and the menus are visible, but no 3d.
What does not
While it seems the same problem occurs on windows if graphics drivers are missing, even installing those didn't help.
Workarounds
Making a 32bit wineprefix and running with LIBGL_ALWAYS_SOFTWWARE=true, made it run smooth as butter, and it really did seem accelerated. I also made a 32bit wineprefix:
rm -r ~/.wine32
WINEPREFIX=~/.wine32 WINEARCH=win32 winecfg
WINEPREFIX=~/.wine32 WINEARCH=win32 LIBGL_ALWAYS_SOFTWARE=true wine hl.exe -game cstrike -windowed

The .lnk file that is created after install can be safely deleted. The .lnk file is used by Windows in case any special parameters have been set when an .exe file is run. If you have problems and suspect that you need the .lnk file for any reason, simply go into Steam, and right-click on the game that needs the .lnk file, and select "Create Desktop Shortcut".
The above applies to all .lnk files that are Steam based, including steam.lnk.
